Release Please cuts LaunchDarkly.ServerSdk 8.16.1 by bumping
pkgs/sdk/serverfrom 8.16.0 to 8.16.1 in.release-please-manifest.json,LaunchDarkly.ServerSdk.csproj, andPROVENANCE.md, and adding the 8.16.1 changelog entry.This patch documents one bug fix already on main: retry after partial file reads (#218), which hardens file-based flag data loading when a read does not return the full file (for example during concurrent writes). This PR does not change runtime code—only release and packaging metadata for publishing the NuGet package.
